The plaster and oil based paint in the area looked sound but after we added a layer of latex primer the next day it began flaking off in huge sheets. That area was right under the bathroom where there had been a leak now repaired. Apply masking tape around doors and windows and above baseboards to protect these. New plaster might have a high ph requiring the application of a primer resistant to alkalinity. Lay down the drop cloths to cover the floor under the wall. The reason the paint is peeling off is because it hasn t gripped the plaster so adding layers on top of a peeling layer won t solve the issue.

Very hard plaster may be slick reducing the adhesion of any coating. At some points where we have had to remove it it has peeled off to the bare plaster. Protect the floor with a drop cloth and have a receptacle handy to catch the refuse. It ll just be a thicker layer to peel off.
